The Commission on Elections (Comelec) on Wednesday announced that the distribution of P2,000 additional honorarium for members of Electoral Board who rendered extended time during the 9 May polls may be released by Friday.,“The P2,000 [additional honorarium] has been approved and in fact, it will be released any time because the resolution regarding that will be circulated first,” Garcia said in a press briefing on Friday.,“Even Friday, we can distribute,” he added.,Garcia also apologized to the teachers who served as members of the Electoral Board as they only approved P2,000 due to a limited budget. The Department of Education requested a P3,000 additional honorarium.,“We asked for an apology because the DepEd which headed by Secretary Leonor Briones asked for P3,000 additional honorarium, but I’m really sorry to our teachers, to our support staff, to our technicians that can we only give an additional P2,000 because you know we don’t have additional funds,” he said.,He explained that the teachers who served as poll workers were not able to receive overtime pay since they were not employed with the poll body, and also due to the rules imposed by the Commission on Audit and Department of Budget and Management.,“The COMELEC cannot pay overtime pay to our teachers, electoral boards because they are not employees of the COMELEC. Whether we like it or not, it was prohibited under auditing rules and DBM circulars,” Garcia said.,He said that they already determined the names of the Electoral Board members on the precincts where VCMs and SD cards malfunctioned and were damaged.,On Friday, COMELEC Commissioner George Garcia said that they sourced the budget for the additional honorarium from the poll body’s savings.,Under Republic 10756 or the Election Service Act, allowances and honorariums of poll workers shall be distributed within 15 days after Election Day.,The poll body has yet to release the resolution granting the additional honorarium.
